This might be intentional behaviour, but it is a little strange. Tracts of order/balance/chaos seem to take into account the attitudes of all gods when you use them, sometimes leading to weird effects. For example, a champion of law reading a tract of order may end up getting their equipment dusted or cursed because the neutral/chaos gods are mad at them. It's very difficult to tell when it is fairly safe to read a tract, since you rarely are aware of how the unaligned gods perceive you, and it can be a bit of a shock for a PC on good terms with their deity to be horribly punished for reading their deity's tract.
