This happens with ball spells as well, as someone has reported in the forums and I later verified myself.

I've found the cause. It is only a display problem, the modifier is correctly used otherwise.

I'm sure it is/was only a display issue. At least it worked fine with my test character after I fixed the display code.
@Carter: do you have a saved game / situation where you think the modifier is handled wrong?
