Potions of <stat> raise potential based on enhanced value, not base value.

For example, I was playing a high elf duelist with Toughness=18/18, wearing the robes of resistance (+5 To).
Drinking a blessed potion of toughness raised potential To to 27, when the expected was 20/22.
The calculation for the new potential should simply be the new base value +2.

I think the priority on this should be higher. 2-3. Even when we are in prereleases, we still want to play the game as it should be. To test difficulty[Balance] properly.
