Hurthling gains Literacy at start when ring of mental stability makes them qualify.
When a Hurthling starts the game with a ring of mental stability equipped and the ring causes his Learning score to be 10, he starts the game with the Literacy skill.

Maybe this is fine, still reporting it, for in case this is not intentional.

If this is intentional, the Learned talent should have the same effect.

The skill is granted if the PC is generated with Learning at least 10, but apparently Learned doesn't count. I'd say that THAT's the bug.
