I have always wondered about it, reading a blessed scroll of uncursing and then getting "cursed" multiple times by some hag only to find no red items.

Sometimes they curse the PC (as in the intrinsic)

I have seen this many times with Keethrax and green hags. They made me go "damn you, intrinsic cursing is hard to get rid of at this point in the game", to later find out I wasn't cursed at all.
