Currently: No. Star sign selection doesn't alter anything but just removes the tedium of re-rolling so I don't see why it should be a special game mode.
For point-based character generation I am undecided but also lean towards including it into the standard sequence. Maybe point-based characters will receive slightly lower averages than random characters to offset the freedom of choice, though.
I believe points-based should be part of the standard game mode.
I think the best balance would be achieved by giving exactly average stats assuming the player buys average stat scores, and making increasing really high stats more expensive (adjusted for race/class).
ie Male Orc Fighter currently starts with an average ST of about 18-19. Increasing to about 20 would cost normal, increasing to 21-22 double, 23-24 triple.
Meanwhile Grey Elf Mindcrafter currently starts with an average ST of about 7. Increasing to 9 would cost normal, 10-11 double, 12-13 triple, etc...
