Allow Steam version to be played in "offline mode"

Right now we check if the user is logged into the Steam account. This fails if the user has set Steam to "offline mode".

We should allow the game to played in this situation, but we need to consider at least the following:

- achievements that are unlocked in offline mode need to be unlocked in Steam once the user is online again
- the number of users in "crowd mode" will be reset to zero, which is probably ok
- some Steam functions can't be used, e.g. the "server time"

ADOM should be playable in Steam offline mode. Many player will install it on a notebook for traveling around.

Completely agree. Crowd users might also be set to whatever the last online figure was, perhaps.

Steam handles achievements in offline mode itself (you can unlock them in the same way as in online mode). So there is nothing we need to do about that (which makes things much easier).

Found this on the internet:

"The downside of this is that the achievements are triggered with the same time-stamp the next time you log in to Steam online, so it could look like you used an unlock tool."

IMHO this shouldn't be much of a problem.
