Sell price of map fragment is excessive

With a PC not planning to do the Rolf quest, I offered a map fragment for sale in the black market. The shopkeeper offered me ~12,000 gp!
For comparison, the Sword of Nonnak was worth only ~5000 gp.
Even if they're artifacts, they don't do anything on their own, so I suggest the sell price should be quite a bit lower, if it's possible to separate it from the buy price.

I suppose it's related to the fact that they are also very expensive to purchase.

They are millennia old items, after all, but yeah, they should be in line with the poorest artifact weapons (Nonnak being a prime example).

side note to this bug, a fragment was available for purchase for a low low 1.3 million coins in a recent version which seems a tad excessive.

Maybe OK if in the casino? The sell price is supposed to be high, but I bought one for 60,000 in a regular scroll shop.
