Give rusty wands a chance to malfunction
Rusty wands should have a chance of not working when you try to zap them. Depending on the type they could even damage you, or zap a bolt into a random direction, or other such effects...

Rusty wands of Lightning already have this, as a chance to zap the player for some lightning damage when used.
