Missile animation too slow
Even with base_delay set to 0, it takes more than a second for a missile to reach target several squares away
In previous public release(version 60), if you set base_delay to 0, you could shoot anything in LOS instantly (below reaction time), without being shown any animation.
In 2.3.8, even if I set base_delay in the ASCII mode to 0, if I shoot a target 10+ squares away, I'm still forced to watch painfully slow animation more than a second long.
