Dexterity-based Weapons
Stronger Agile races

Currently Whips are somewhat of a odd one in that its the only weapon that uses Dexterity to calculate its ToHit and Damage, instead of Strength.

I'd suggest that if a weapon weights less than ... say 30s (and if holding something in the other hand, it can only weight 30s or less as well), then it either gains the best of Dexterity OR Strength natively, or there being a Talent (Let's call it 'Agile Fighter', with the Prereqs being 18+Dex) doing the same.

This would thematically fit with more finesse oriented classes (Dualist, Thief and Assassin in paticular), It would heighten the worth of small low-damage weapons with certain builds, it would help the squishier races at being half-way competent non-magicals, and lastly it would make high-material Small shields in certain situations.
