Villagers don't seem to change their planned walking route even if they are blocked. For example, if you meet a villager in a 1 square wide corridor between buildings they will never move out of the way. On occasion you will see two villagers standing next to each other not moving, presumably because they are on mutually blocking paths (and I've actually seen traffic jams with as many as four villagers).
