At level 32 they become able to completely dodge enemy missiles.
From this description I would interpret this as doing one of two things:
(1.) Enemy missiles that miss can continue past the archer's square.
(2.) The archer dodges all enemy missiles.
Ability (1.) is given to archers starting at level one. Ability (2.) is not given: level 32 archers can still be hit by missiles. Either the description should be changed to better match the actual effect (if any), or archers should lose ability (1.) until they reach level 32.
I'm pretty sure the way it works now is that at lvl 1, it does a check vs. dodge skill to dodge a missle, with a low chance of always failing.
At lvl 32, it's a much lower chance of failing, I think you get 2 rolls at that point.

That would still suggest changing the skill description to "better able"
