Actions that don't take a turn set the last energy cost to 1000
Whenever you switch to displaying the last energy cost, it will initially show 1000, regardless of the actual cost of the last action.
EDIT: It looks like doing anything that doesn't actually take a turn (switching tactics, looking at inventory, adjusting the dynamic display, etc) will set the last energy cost to 1000. Exploitable due to a separate bug with the energy system:
