Sadly none of the available command line parameters work on the Windows port, since it's not a real terminal application.
Windowed applications can take command-line parameters too. The Windows version of ADOM doesn't, but AFAIK there is no technical reason preventing it from doing so.
Yes, the Windows version ignores these parameters on purpose, it seemed not necessary at the time it was programmed. Let me take a look, it may be just a minor change.
Maybe then add to adom.cfg new variables?
For example:
Autoexec_Action load name.cfg
Autoexec_Action new male troll wizard
Autoexec_Action new male random
