Picking the heir talent gives you ID knowledge of the item (e.g. topaz ring = ring of minor elemental mastery), but the item itself still appears unidentified in your starting inventory. Given the reasoning in 3568, the gifts should start out fully identified, including stats (DV, PV, damage, etc), just like normal starting items.
