A zillion. It's like some sort of integer overflow almost.

You will not be allowed to leave the shop, except via
teleportation or violence, until you pay your bill. It's
basically the same as zapping a wand. If you do leave
the shop, you still won't be allowed to shop anywhere
else until you pay. Well, maybe with ratlings,
"Whip me!" pleads the adom player. The rng replies... "No."
Huh... I just tried to experiment with this, giving a new character a bunch of potions of exchange. However, all the items I dipped only "looked different for a split-second", even if I owned them. Can you pay your bill without having an item to purchase?> if you decrease the value of an item?

for potions of exchage : they need to be blessed.
Haven't won with : Druid, Priest, Elementalist, Weaponsmith, Ranger, Merchants, farmers, Necromancer,Thief
Currently trying : Entertaining girlfriend. Very, Very, VERY hard.
Just a silly online game
You can turn potions of carrot juice, or whatever, into
potions of poison via picking them up while having the
'poison hands' corruption.
I don't know if blessed potions of exchange work on
unpaid items.
Yes, you can pay your debt without perchasing an item.
In fact, you have to, as the shopkeeper blocks the door
in/out until you 'pay your debt to the merchants guild".

So far rolled 15 casters with RoDS and shamelessly killed them within 200 turns. For eternium glory!
(after 15 I stopped counting...)
Hmm. So shopkeepers call the all their buddies if you zap one of their wands but don't if you actually steal it? Curious.
So was the original poster correct about being able to curse unpaid items without penalty, or do you end up with a debt to the merchant's guild? And if the merchant's guild owes you money because you improved items, do they ever pay you?
