What items are useless, and why?
None, really. They're just less useful than others.
Well, really, there are a few: burb root, amulet of hunger, fickle/mild weapons. But those are mostly meant to be negative.
Amulet of hunger has uses.
Burb roots are used in alchemy recepies.
I mean most items have a use, unless they're purposefully negative
eg.
boots of the slow shuffle (though I can still think of at least one use for them).
Potion of uselessness... (not really :P)
-Potion of stun recovery
-Scroll of literacy checking
-Scroll of cure blindness
-Scroll of warning (although you can write something else on scrolls...)

Yes the boots are definately keepers, I typically find them mid-game after ToEF, so I hang on to them in case I decide I want more exp from ASB or that silly Karmic Wyrm. Or even for the final demon-slaying arrow on an greater moloch. uncursing and burden level are never a problem then.
Early game they would be devastating. Fun challenge game - adombot a pair into the game at start, and wear them for the whole game.
Burb roots can be used to
-train healing
-train first aid
-check if you have acid resistance
-sold (okay, every item can be sold, so that doesn't count, really)
-offensive alchemy
-eat
- Potion of stun recovery: A bit of satiation
- Scroll of literacy checking: Slight boost in literacy/learning
- Scroll of cure blindness: Slight boost in literacy/learning
- Scroll of warning: Huge boost in literacy/learning (just keep reading it in small cave), especially useful at start.
I just remembered IBM manuals - certainly the literacy/learning boost is not worthy enough for suffering the permanent confusion.

It's one of those items which I really don't know any good use, except those that applies to every item:
- selling (for a few gp)
- dipping in water to make blank scroll
- having a useless item in case of item destruction (could save more useful items)
- making you burdened/strained/strained! to train strength (though it's very marginal in case of scrolls :P)
- dipping into potion of exchange (or raw chaos if you want to take some risks)
- use it as a missile in early game to kill karmics
- putting it in missile slot when converting altar, in case the god gets pissed off
- maybe something else that doesn't come in mind right now...
Oh, and those other items are brass items (not knuckles).
