farming and gardening in terinyo

i just tried to plant a farm in terinyo, but the herbs never regrow... can I do anything about it?

How do you do that with a farmer, where and how do you set up your early herb farms? Have I just ruined the precious herb seeds for a some withered herbs that never regrow?
