Level 15. They're fairly rare - I'd say give up on that quest.

Ok, that wand of fireballs from second quest is not that worty... And sooner or later I'll find damned creature.

You could try the cavernous levels above the piranha lake. Always a good place to check for Thrundarr quests.
You steal a scroll labelled HITME. The orc hits you.
