Priests and druids both get scrolls and books, not just spellbooks. I thought it was just wizards that got that - do Necros get every spellbook in the game too?

A recent necro I managed to lose to stupidity went to the Rift. My recollection is that it was about 50/50 scrolls/books.

Years ago I noticed when one of my necromancers got the Crown of Leadership the game messages about controlling slaves changed. I've been hesitant ever since to attempt controlling high-level slaves with an abysmal Charisma score. Some of those slaves could kill the PC in a heartbeat.

As far as I know necromancy slaves never rebel, or if they do it's only when fireball traps are set off by the player. However it could be that charisma affects their obedience to the character's orders (like with regular pets). I've not played with them much I must admit.
However, more important is the fact that necromancers don't need to use necromancy. You can easily play them like a normal wizard. Getting to the Library shouldn't be too hard - level up against greater claw books, ID-hop for spellbooks, grab the climbing set from the pyramid, and gain a few levels in the normal course of the game. I'd do it myself if I were on a decent computer for it (or had any free time )
