Considering 28.6 To - 18 To as a troll, +3 To as a barbarian, +0-6 To (3 average) as a troll gives us 24 To average before starting background,

I can't seem to find a mention of that in the guidebook.

There isnt mention of this. This is additional table which is not present there (same as background messages), but tables which are present - are correct.

If you see in the Guidebook that Fighter have -2 to Le and Wizard have +3 to Le - you would be right to assume that in average Wizards of the same race would receive 5 Le more then Fighters of the same race. If you see in the Guidebook that Dark Elven (15) Archer (+4) have 19 Dx and Drakeling (9) Ranger (+1) have 10 Dx - you would be right to assume that Dark Elven Archers have 9 more Dx that Drakeling Rangers in average.

there's an inconsistency here between 15 and 16 dexterity

Um didn't Thomas change high and gray elves stats at some point to differ them from apart. +1Dex to high elves and +1Ma for gray elves if im not horribly wrong.
