Monster spellcasting

Does anyone know exactly which monsters use the "Cone of cold" and "Shock bolt" spells mentioned in the Improved Guidebook?

Cone of cold - Nonnak, N-V, ogre magi, Ice Queen, some boss monster(s?).
Shock bolt - no idea, don't think I've ever encountered such a thing (as distinct from regular lightning breath as used by blue dragons/wyrms, lightning lizards, etc).

Not sure IGB has it right here. For one thing the "cone of cold" doesn't look like a glowing balls, it looks like a white missile attack.

Kobold shamans and some flavor of dark sages use shock bolts. It usually deals negligible or no damage.
