I've used whips before when I find a whip of the snake before any other good weapons. Of course, there's usually no good reason to use them because regular whips suck and you've already trained other weapons by the time you find a decent one.

I've tried a whip-only character once or twice before, and have found them rather disappointing (partly due to the fact that, AFAIK, the only characters that have the possibility of starting with a whip are Drake/Troll paladins, which, while decent characters in and of themselves, don't really have the attributes to be great whip-users in the early game).
There are really just so many downsides to whips and so few upsides... if nothing else, there's fact that it's basically impossible to get either of the halfway decent whips without a wish. Whip of the snake is, AFAIK, the highest DL item in the game (how crazy is that?), and whips of slaughtering I think are the 3rd highest DL item. Whips of slaughtering are actually pretty good... better than bloody daggers, which are themselves very nice weapons, and using Dx bonus instead of St would be great for Hurthlings/Elves. But there's the problem that that bloody dagger is DL:1, and whip of slaughtering is DL:26 (which sadly precludes it from showing up in DL:25 Darkforge, or pretty much any pre-Casino area).

Interesting. I've often used whips for my ME characters because you get a great DV bonus pretty early on, and a lot of times you start with crappy str (my current bard had a potential of 11) but decent dx.
But here's the thing; whips aren't very good. I just feel there's more to it, like is there immunity to certain melee effects while wielding them? Some special case involving them? I just keep trying to figure it out, and so far nothing. Except I did find out the actual rules involved with the energy cost for dual wielding them. But that's it, it's still not worth it for most people to ever use them I think.
Edit: jellyslayer, if you're interested in a whip only character, try a bard or farmer, you can gather treasure with your pet until you get a whip. Or just change the rules to allow unarmed until you find one.

My main problem is the ease with which whips can be destroyed - no artifact or higher/better material available, so even if you find a very powerful one it can be lost to the very next golem or lizard.
If Scourges were easier to find early on it'd be a decent option for characters with high dex but most of the time you'd end up using some random good ego weapon you found or random higher metal weapon. I think it'd be cool to add a thorned whip that has a high chance to cause bleeding but with similar damage to a scourge. Maybe 1d4+4 instead of 1d3+3? Or make it a harder to find weapon with like 2d3+3-5?
I think there are some fun whips that could be made, like a whip that has a low chance to "trip" and maybe they have a spend a turn "climbing" to get up (or "paralyze" for a turn if that works better/easier to implement). Maybe a long whip that is the same as a regular whip but with some amount of dv bonus because of the reach it would have? Like [+4, +0] or something.
If there were an artifact whip I'd think it'd be cool to have it be a sword whip or like a liquid metal type substance that formed a whip that you would hold by a handle. Although I'm not sure how many new artifacts are left to add from the campaign if any.
I'm not very good at game balance but I think whips are cool and have potential to be cool weapons. Although maybe finding more useless whips as a class that wouldn't ever use them might be annoying.
Only one person here mentions self flagellation? Tsk, you're a boring lot.
For actually killing things though, I don't think I've even bothered equipping a whip in my mainhand yet, on any character. (except our awesome TWL Druid of course, RIP buddy)
I think we suggested chain whip for new items... which was not even considered.
Having metal based version would solve numerous issues.
So far rolled 15 casters with RoDS and shamelessly killed them within 200 turns. For eternium glory!
