Dwarf duelist talent question

I took hardy and tough skin but now when I choose talents when leveling up theres no Iron skin option showing. Whats the problem? Dont duelists get more PV options? Thanks.

You need 15 toughness.
If I remember correct it checks current toughness, so if for example you're diseased you're out of luck until cured (and gain 3 more levels).
On the other hand if you wear bracers of toughness you can grab it despite actual lower toughness.
