As extensive a list as I can think of:
Kobolds, Barbarians, raiders, raider lord - arrows
Ratling archers, titans, Hawkslayer - quarrels
Goblin rockthrowers, many giants, earth elementals, wall beasts - rocks
Orcs - crude knives
Orc scorchers, hill orcs - crude spears
Gnolls, large gnolls - battle axes
Cavemen - clubs
Keethrax - sling bullets
Shopkeepers - coins
So quite a few overall.
[Edit: Though elementals and wall beasts aren't humanoid.]

goblins [except rockthrowers], ghuls, zombies and other undead humanooids, bugbears, lizard men, doplegangers of any value, berserkers up to emperors, dwarves [execept elite guards iirc], gargoyles and most other construct humanoids, royal guardians and most important djinnies do not shoot anything. And a bunch i was to lazy to name...

So far rolled 15 casters with RoDS and shamelessly killed them within 200 turns. For eternium glory!

No hobgoblins do, to my knowledge; nor do cutpurses, muggers, beggars, master thieves, ratling thieves/master thieves/fencers/duelists/warriors, swordsmen, master swordsmen, werewolves/werejackals/werewolves, farmers, goodwives, children, the tiny girl, thugs, et cetera. I doubt the Old Barbarian or most other named NPCs other than hawkslayer and keethrax do, but I've never tested this.
Most humanoids have pretty lame missile attacks, both in terms of to-hit and damage - a notable exception is titans and especially greater titans. They are NOT fucking around.
hill orcs/sergent seem to shoot crude spears too.

gut actually had this topic figured out years ago. That's the
way ADOM works sometimes though, you think something
is common knowledge, so you never bother mentioning it,
then it turns out you're the only one who's discovered it.
It works thusly:
Missile items are defined on the talent screen as spears,
daggers, axes/hammers/clubs, arrows, rocks, and quarrels,
(and of course coins are a special case). Any monster that is
generated with one of these items in their inventory can
shoot it. It doesn't work if they just pick one off the ground.
No, this isn't code-dived info, but I'm 99.9% sure it is correct.
So following this rule, that means Grey left out cavemen. The
bastard.

Silly me, forgetting thrown clubs - always such a vital and important weapon. Should've remembered hill orcs too, though I don't think hill orc seargants throw spears.
I agree that no enemy can throw what they pick up - it's only the items they naturally start with. I don't think it's proper inventory items though, since they obviously aren't dropped when they die, and they aren't all the same stack type either, as is well known from trying to get a stack of 1d6es from a kobold. There is some sort of ammo limit, but I think this is some integer attached to the monster rather than being involved in the inventory system in any way. Which makes me wonder if the likes of wall beasts and earth elementals have a specific limit to how many rocks they can throw...

Agreed. There is definitely a difference between the nonstacking
ammo the kobold will send you the hard way, and the stacking
ammo he will send you the dead way. The stack prolly isn't even
generated 'till he's dead.
Do ogres also shoot rock occasionally? I think they do, but I'm
not sure. I seem to remember getting slings from dead ones, but
I may be thinking dungeon crawl now... my head hurts.

Yep, Ogres use rocks and the Ogre Guardian uses Huge Rocks. (Other Ogres don't use missiles.)
Others not listed: Black hurtlings, cyclops, dark elven archer, dwarven guardians, pixie archers, quickling kings/lords, all trolls.
And no, hill orc seargents do not throw anything.
