The IGB and sorear's wiki have a massive spell learning spoiler, but I'll just summarize what I've personally observed affects if you learn a spell, and how much.
- Spell difficulty. This is a bit fickle: all bolt spells are equal, except Acid, which is more difficult as is Magic Missile; Remove Curse is easier to learn than those two!
- Learning stat is critical. Employ starvation and sickness training to eat the oracle's corpse (once again, 1.1.1 forever ) and 'u'se blessed crystals of knowledge, drink all blessed potions of learning, wear all {Le+x} items (CoS, rings of mental stability), in that order. Generally, pump the stat as high as possible! Reading lots of books in a row can also give up to two points of gradual training.
- Character class. Spellcasters have an easier time, obviously. Sadly I don't know about monks.
- Blessed books are easier to learn and give more castings. Cursed books, the opposite.
- Concentration is said to greatly improve results. You already have it as a monk, so pump it to 100.
- Literacy decides if you can read the book vs. not decipher it (and this is with the skill), so again, have it at 100.
- Cup and Book starsigns give extra castings.

Seriously, Improved Fireball is expensive, can't be reliably targeted with a lot of monsters, destroys items on the floor and cannot be used in low range as it damages you.

I think I've said that a lot of spells are worse in prereleases, ignore me if it's not right I've always disregarded pure spellcasters in 1.1.1, even more so in prereleases, so I don't have a lot of practical evidence, but I'm still sure that no more hp-casting is super annoying. Not that it's bad though.
I like my women like my ADOM loot - hunted as treasure and in extra quantity.
Having any casting points of a spell will help in getting a successful read.

If you have gemology (gnome/troll) then you have access to a large supply of crystals of knowledge,
even if you can't mine, just let the ants dig for you.

Only two wands here. One dropped by an outlaw leader in NDC, another somewhere after the Casino.
Magic Missile is awesome to clear vaults, although I wouldn't know about GUVs. I skipped the only one I've ever found due to low Willpower, and never got back to it because I died later.

Well, I've found a fair share of those, lucky me [that means like, 5 or so over the few thousand games]
and when I deal with a Greater Undead Vault without slaying missiles, I don't really care that much for loot, it's more like 'I want to beat it' mentality. Besides a character who can clear a GUV clearly doesn't needs any more loot
