is development of this game completely on hold until adom 1.2 is done?

Pretty much, yes. TB did finish up 0.3.0 around the end of last year, and was even kind enough to fix some bugs (http://www.adom.de/forums/project.php?issueid=1543) to get us to 0.3.2. However, this patch was already in progress during the crowd-funding campaign. With the possible (but unlikely) exception of minor bug-fixes, I doubt TB will have time for more development before 1.2 is done.
