Frost Giants in Tower of Flames?

Is this a bug? I was doing my ~100th brimstone attempt and got lucky to reach lvl 13.
Then on third level I kick open locked door and see a tension room full of frost giants.
Of all the creatures in such a hot place, frost giants were the least expected.
Is this a bug or just random feature?

This has been queried numerous times, I'm certain. I remember TB responding that creatures generated in ToEF isn't damaged by the background heat there.

Another fun fact is that if you use Calm Monster on a ToEF fire giant, then 'C'hat with him he'll say "it's cold here" :)

I thought this might have been changed in the recent prereleases since I also remember it being brought up a long time ago.
Looks like it wasn't.
