Piety Level Not Increasing

Hi - I was wondering if anyone has run into an issue with their piety level not increasing beyond "favors you greatly"? I am using p20, have been crowned and remained L+ throughout. Trying to get a first post-crown, I have sacrificed multiple artifacts, live sacrifices and 500,000 gold after reaching the casino. No change. Am I misunderstanding something with post-crowning?

There is a restriction on how many artifacts you can receive and still get a pre/post crown. Your level must be higher than 3*artifacts generated + 8 to get one. In practice, this means that getting a postcrown is nearly impossible after the ToEF as in standard play you'll usually have at least 10 or so artifacts already generated, meaning that you'd need to be level 40+
