Not getting Wand charges

Got a low learning barbarian who don't get to see wand charges, is that because of barb or because of low learning? (just got learning up from 4 to 5)

Learning 6 is required to see wand charges.

Ahh didn't know, thats also the probably answer to why he wasn't able to read fortune cookies despite having literacy, works now with a rocking 6 LE.
