So for the elites this is prolly old news, but Im still learning and i just got an idea of what WAND of lightning bolt does.. x_x
I was fighting Keethrax and was getting desperate as he shrugged off my magic missiles, my burning hands and ofcourse flame bolt.. So I decided to usee my lightning wand inside of the tight corridor.. x_x Lightning beams shot out automatically straight onto the wall I was standing by and jumped back and forth 6-7 times, killing me the first time, then scorchiing my dead body six more times ;/

Are you sure you weren't using a wand of lightning BALL? I believe those fire a bolt in a random direction, which makes them pretty much useless under almost any circumstances. Even with resistance, I find that self-induced bolting tends to produce ridiculously bad item destruction.

Edit: cursed wands may also shoot in a random direction, I don't remember.
