I just came back to the game after many years. And I cant seem to get Hugo the Casino Guard to move, I have spent far more than I have won yet he still stands on the stairs, am I missing something?

I have won 1.1m from the casino, and have spent 1.4m on stuff, he still wont move, his dialogue changed to "Me's just standing over here and watching ze traffic, mylord." Yet he is still standing on the stairs., I'll go grab all of my saved gold and see if that works.

Yeah, trying to avoid the full agro haha, Ill try and spam up 2.5m or so and see if that works.
Edit: 2.5 didnt work, guess ill try buying the whole store.

Sounds like it's worth a bug report.
Try play once on a machine near exit.
Last time I checked, he follows you upstairs (but not downstairs) when aggroed and then can be safely killed without turning the whole level hostile.
Using tele wand on him is a good way to aggro without damaging or turning anyone else hostile.

My situation is I am saved just before I talk to him, so I play the slots, buy the store then talk to him, he doesnt move so I quit and try something new. Ex: Talk to him, play slots, buy from store ect.
And nothing I have tried has made him move, his dialogue changes like he should have, he just wont.
It would be nice that if you bought enough from the store he would become not resistant to swapping anymore. Would fix issues like this.
The whole concept of him not letting players with piles of gold leave just like that, is silly.
But that's just my opinion.
Was able to Teleport wand him and drag him out to kill, still duno why he was stuck on it...
Yeah, not sure why he wont let you pass through either :/ it forces you to make money and spend it i guess, but with the corruption its kinda forced corruption on you.

The other (long-term) way to sidestep this issue is to go past Hugo before you start gambling, and open the passage from D to DF. Then you can win as much as you want (if you have a reason to want gold), go up to the surface, go down through DF and continue on your way, without having to aggro Hugo.
Same for me.
I was lucky that on the floor was a Red Dragon. So I angered it and positioned myself next to Hugo to have him grilled. Hugo didn't turn hostile, but fled with his last few hitpoints ;-)
It's happened to me quite a few times too. I've spent my last $ in the store but he still won't move. Probably a bug.
Teleporting him away is usually the best option, if you have the means to do so.
I tried locking him in his little alcove with wands of door creation, but that didn't work.
