It also seems to decrease max PP by 1?

Yes, uncursed and blessed seems to reduce max PP by 1, but only if you have gained any PP from corpses, orb of mana or similar. Max PP gained from mana/levels did not seem to be affected.
Cursed wand seemed to give -1 to -3 max PP (maybe 2d2-1?).

Fixed the PP gain. The permanent loss actually depends on the amount of damage caused.
