About half the time (very fuzzy estimate, since I've only been to the casino twice since p9 came out), Hugo follows me downstairs, then walks away from me and stops a few squares away. He is not hostile, nor have I done anything illegal in the shop. In one game, he didn't follow me the first time I went downstairs, but did follow me the second.
