Clarify recharge mechanics

  1. Wielding a magical staff doesn't seem to make it recharge any faster
  2. Cursed staves recharge faster, and blessed staves recharge slower

Are these mechanics intentional?

Actually the item status was omitted by mistake. In your version it only makes a difference whether the PC is wielding the staff when discharging it or not.

Item status considerations have been added for 2.3.1.

I'm right now thinking about revising how the whole system works for rechargeable items...

Really? That's actually the inverse of what I've noticed; wielding the staff while zapping it doesn't seem to make any difference in recharge time, while item status makes a big difference (blessed takes 2x as long as uncursed, uncursed takes 4x as long as cursed).

Some big incentives to use magic staves in melee would be really cool (maybe gain some charge on melee hit/kill?). Staves as a weapon group have long suffered from not having many good weapon choices.

Factors are
- item status
- where the staff is held when discharged

I have made some modifications as there where a couple of detail problems.
