Incorrect map piece drop?

In one of my games I found an antediluvian map fragment in a tension room in the ToEF. That doesn't seem to match any of the clues, and I didn't find a fragment in the ToEF on a subsequent playthrough that used a similar route.

But ToEF is above the ground level.

If it's supposed to be in any dungeon (which is what your answer seems to imply to me), perhaps we can at least limit it to random dungeons?

FYI, I also found a fragment at the top level of the tower.

Just wondering... right now all these fragments are immune to destruction because they're artifacts, but this has the side effect of accelerating the artifact count in the game. Is there another way to protect them from destruction, that doesn't change the precrowning/postcrowning calculus?
