Poor shopkeepers no longer offer partial money for items
If you drop an item a shopkeeper can't afford, they will not offer to buy it, even if they aren't completely broke. Previously, they would offer to buy it with all of their remaining money.

Can you provide a test case? Seems legit to me and so far I fail to reproduce it with my test shopkeepers...

On the attached file, the shopkeeper will not be able to buy Rolf's shield, but will be able to buy one of the pairs of gauntlets.
