If Haggar is killed by another monster, the 'quest completed' screen is not populated and the ice queen does not acknowledge his death at all, just tells you to go and find him, thus also locking the Chaos Diplomat quest.

I'm assuming it's a bug, as for example in Kranach case the sheriff does know that Kranach is dead but no reward is granted.
