Hugo won't move after spending all my money
Win 1.4M, spend everything + more on the shop. Hugo won't move.
1. Win 1.4M on the slot machines.

2. Spend everything and more in the shop.

3. Hugo is staying on the stair down.

4. Talk to hugo, he says "Me's just standing over here and watching ze traffic, mylord."

I'm playing the Steam version on macOS 10.14.1, although this seems like a logic bug not related to platform.

This happens pretty frequently (sorry, I haven't tallied a percentage). "lure Hugo off level and kill only him" is a workaround logistically, but not necessarily RP-wise, and shouldn't be necessary.

I'd ballpark that this happens in just under half of games in which I gamble in the casino. It has decreased how often I gamble and/or make purchases in the shop.

If we're getting into workarounds, the best one is to just gamble one more time. Win or lose, he'll move off the stairs, assuming you've spent a reasonable amount (as in the OP's case).

I ended up teleporting him away, then luring him 1 level up and shooting the s*t out of him with a long bow. :)
