When I happen to find the random fragment before buying/stealing the one in the shop, I can walk into the shop, pick up the unpaid fragment, and 'r'ead any of the other 5 fragments, and the debt just disappears.

It would be more plausible if the shopkeeper insisted on being paid for the "spoiled" item.
