Discrepancy in movement energy cost over different types of terrain.

The PC I'm running at the moment is a gray elven mindcrafter.
Long stride talent is on.
Energy cost - from now on referred to as EC - for regular terrain at the moment is at 952 (not sure why not 950 but that is irrelevant, maybe cause I'm bloated?).
After entering a wilderness mountain square, when I step on the rocky terrain (the black ^), I get 1047 EC. Then I check rugged terrain (brown ~) and the EC is 1190.
Isn't this supposed to be the other way around?
Shouldn't rugged terrain have smaller EC to traverse than rocky terrain?
I checked this on 3.1.0 but I'm fairly certain it has not been tackled since.

Maybe str stat or climbing skill has an influence on EC for climbing? I just found out from grond that EC for walking through snow at IQD is influenced by high str.

That's a low str char (like 18). Climbing likewise was rather low as far as skills go - close to 70-80.
The char is now dead but I guess this should be true for all other PCs.

Checked with my bard with 100 climbing and 33 str. But no long stride. Rocky was 1100 and rugged was 1250. So your observations are spot on.
