Robbed a shop by teleporting and left the level. Then when I teleported into another shop on a lower level, the shopkeeper (with the same name), was wandering around the middle of his shop. I was able to pick up several unpaid potions without the shopkeeper seeming to notice, despite not being invisible. Eventually the shopkeeper moved to the door and the shop began working normally.
