It makes sense since a blind character wouldn't see how dangerous the descent is, but it should come with several penalties on top of already existing ones since you're, well, trying to climb down without any vision.
Now that I think of it, maybe this could be implemented in a more emergent way: have blind status-effect temporarily modify the perception stat to 1 for its duration.
