Yes. Correct, that is the same problem. I would give it higher priority than 5 though. Causes a lot of frustration for people who don't know to avoid beggars.
You can still talk to them, just make a backup save before in case they give you a rumour instead of booze. I also backup every few levels around D:5 - D:15 just because I read a number of people having crashed around that area.
