make tome of donors performance more regular
I don't know if in the current version you can even get more than 1 read. It must have been at least 10 days off of the clock and I only got one. But in previous versions it might be like this or I could get several reads in short succession, so perhaps it's very random?

You can still get multiple reads. The cooldown is based on turn count, not in-game time. Different effects increase the cooldown by different amounts. You could perhaps make an argument that some of the effects increase the cooldown too much (+Le/+XP with ~10000 increase, and +St/Ch/Wi with ~7500), but I think the tome is pretty well balanced for how difficult it is to acquire.
