I've added two new image files:

talent-bar_high
talent-bar_high_over

You can use them in the talent selection screen when the talent description needs more than one line of text.
Also note that the scroll bar buttons in that screen are placed way off, would be nice to fix that (see attached example, buttons should be sliiiightly to the right, and fit to the very top and bottom of the bar)
