if companion, 0% chance normally, 0.1% chance if moving a tile away from the npc would place you at least one tile apart.
if hostile or friendly npc, 0.1% chance normally, 1% chance if aforementioned condition.
if neutral npc, 1% normally, 10% condition.

Isn't this condition always true? In which case, after walking across the horizontal length of a level, a hostile monster would have a less than 50% chance to successfully pursue a character with equal speed. Also, friendly and uncaring monsters don't follow the PC, so including them in this makes no sense.

EDIT: Oh wait, is this about monsters following you up/down staircases? I guess in this case the condition could make some sense as in something that kicks in if you were about to get an extra move at exactly the turn you step on the stairs, although it would still be weird for friendly/uncaring monsters since their hypothetical movement would be random... Also pretty abusable given that stairs don't take a turn to use.
