Haggling should work on the ratling dealer.

Why it'd improve the game
Detail. If he's a monopolist and doesn't want to reduce the price of his climbing set that's fine by me, but I think he should give a special message, like when you use the skill on ratling traders.

Notes
The monster memory says that if you're poor or clever, he might make a special offer. Initially I thought this referred to using the Haggling skill, and that's how I found it doesn't.
