Characters start with a few spellbooks identified

Start a new character, any race/class will do. Check identified items. Apart from whatever you have in your inventory, you will have 4-7 spellbooks identified for no reason at all. Of course your character doesn't have these spellbooks in their inventory. Works even for illiterate classes like a Beastfighter with starting Learning score of 3.

If it's a feature implementation which I missed and not a bug, I don't think it should apply to illiterate characters at the very least.

Present in both public R59 and public R60, but I've only noticed it today. Not present in pre23.

I can reproduce this on Windows 7 and Windows 10.
IIRC, this first appeared in (closed) release 57.

Uploaded a level 1 orcish beastfighter in the very first wilderness tile with six spellbooks already identified.
EDIT: and a screenshot in case this somehow doesn't transfer with the save file.

Had this happened to me plenty of times and assumed it to be some sort of feature - but the OP called my attention to something else, for quite a lot of those times I was playing Drakeling Barbarians (aka illiterate characters).

Had this in R59 as well as in R60.

I wonder if it is somehow connected to the spellbook distribution bug.
